DEPARTMENT OVERVIEW

UC Legal – Office of the General Counsel (UCL) provides legal services to the university, including representation, advice, research and training. We also provide legal opinions to the Board of Regents, administration, faculty, staff and others acting on the university’s behalf. We report jointly to the Board of Regents and the president.

POSITION SUMMARY

The University of California Office of General Counsel (OGC), Health Affairs & Technology Law (HATL) Group, offers a one-year full-time fellowship to a recent graduate of an accredited law school who is interested in exploring a career in the areas of health affairs, research or technology law. In particular, we welcome law school graduates who have a strong academic record, excellent verbal and written communication skills, demonstrated commitment to diversity and inclusion, and the ability to think creatively. We also prefer that the Fellow has shown interest and/or prior experience in the areas of health affairs, research or technology law such as through coursework or prior work experience.

Under the supervision of OGC HATL attorneys, the Fellow will conduct legal research; draft documents; attend client meetings, hearings, and negotiations, as appropriate and possible; and participate in other activities intended to expose the Fellow to the practice of law and substance of OGC HATL’s specialties. Within the specialty of health affairs law, the Fellow would focus on issues ranging from health care transactions, reimbursement and regulation, fraud and abuse and internal investigations, and privacy. The Fellow would have the opportunity to work both at OGC and with attorneys at the campuses and medical centers.

Responsibilities

  • Under the supervision of OGC HATL attorney(s), learns collaborative and consultative practices to begin establishing relationships with key internal (local and system-wide) and external constituencies (e.g., the public, government agencies, outside counsel, et cetera).
  • Becomes skilled at providing counsel to UC clients on standard to moderately complex matters.
  • Utilizes best practice research methods and effectively communicates advice- both in writing and verbally.
  • Learns to assess and manage priorities efficiently.
  • Expands expertise in specialty areas of the OGC HATL Group, keeps abreast of developments in those areas and provides substantive alerts, memoranda and tools for use by constituencies.
  • Learns to provide clear expectations and mentors legal practice support staff to meet expected levels of productivity and accuracy.

  • Demonstrated interpersonal communication skills, including strong ability to actively listen to understand and differentiate critical aspects of issue, prior to offering counsel.
  • Aptitude for communicating persuasively verbally and in writing.
  • Demonstrated written communication skills and ability to create and deliver effective materials and/or presentations appropriate to a particular audience.
  • Interest or prior experience in the substantive specialty areas of the OGC HATL Group, i.e., health affairs, research or technology law.
  • Ability to acquire skills to draft accurate and complete legal documents.
  • Ability to maintain confidentiality and exercise discretion and tact when handling sensitive or potentially sensitive issues.
  • Demonstrated commitment to the highest ethical standards.

Preferred Qualifications

  • Basic understanding of legal issues in a University counsel setting.

Education

  • Must have received a J.D. from an accredited law school within the past 3 years.

License/Certifications

  • Current member in good standing or anticipated to sit for the exam in July 2022 or, with the prior approval of OGC, February 2023.

SALARY AND BENEFITS

Salary: $96,600 annual salary ($8,050.00 monthly)
