Job Description and Duties
The Governor’s Office of Planning & Research (OPR) seeks to fill a Permanent/Full Time Attorney III position in the Legal & Legislative Affairs Program.
Under the general direction of OPR’s Chief Counsel, the Senior Staff Counsel demonstrates expertise in the performance of difficult, complex, sensitive, and specialized legal work in all areas of responsibility of OPR. The Senior Staff Counsel is responsible for providing research and analytical legal services needed to advise OPR and California Volunteers leadership in the legal implications of their activities. Senior Staff Counsel works independently on assignments. Senior Staff Counsel is assigned the more difficult, sensitive, and complex litigation/legal work of OPR and works on these matters with broad discretion and independence. The Senior Staff Counsel may function as a lead attorney when working with lower-level attorneys or legal interns on large, complex matters. Senior Staff Counsel will support, review, and coordinate OPR and California Volunteer’s agreements with agency partners and contractors, and, as needed, engage in litigation in coordination with the Attorney General and OPR’s Chief Counsel.
NOTE: Training & Development (T&D) assignments will not be considered for this recruitment.

The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Located in an office setting in downtown Sacramento, directly across from the State Capitol. Various coffee shops and restaurants conveniently located within walking distance. Available street parking and State-owned parking garages nearby for convenience. Telework may be available in accordance with OPR’s Telework Policy.

- Ability to conduct legal research and writing, sometimes under short deadlines.
- Experience drafting, reviewing, and revising legal documents such as grants and grant related documents, contracts, letters, memos, and legislation.
- Familiarity with the Public Contract Code, State Contracting Manual and State Administrative Manual.
- Ability to represent OPR and California Volunteers in dealings with other government agencies and private entities in a way that reflects well on the agency.
